CONSPIRACY THEORY SPREADS ONLINE: CIA ACCUSED OF “POISONING THE SKY” WITH WEATHER CONTROL AS NAIROBI FLOODS SWEEP CITY

 


In the midst of one of the deadliest flooding events to hit Nairobi in years, a fringe theory accusing the Central Intelligence Agency (CIA) of secretly “poisoning the sky” and manipulating weather patterns has gained traction on social media  even as scientists and meteorologists reject such claims.

The flooding, triggered by exceptionally heavy rains in early March 2026 that overwhelmed drainage systems and caused rivers to burst their banks, left scores dead and tens of thousands displaced across Kenya, particularly in Nairobi and surrounding counties. Official estimates indicate that more than 60 people lost their lives as floodwaters swept through major roads, homes, and infrastructure, forcing emergency responses from national authorities and humanitarian teams. Authorities warn that the rainy season’s continuation could bring further devastation.

The Reality: Climate and Rainfall Patterns Explain the Floods

Meteorological assessments make clear that the flooding was caused by unusually persistent and intense rainfall that fell over a short period of time. The Kenya Meteorological Department (KMD) issued heavy rainfall advisories as far back as late February and early March, warning that soils already saturated from earlier downpours would be unable to absorb additional rain. This combination of heavy rain and saturated ground dramatically increased the risk of flash flooding and water accumulation in urban areas  a typical occurrence during the March–April–May rainy season in East Africa.

Scientists also point out that extreme swings between drought and heavy rainfall  sometimes referred to as weather whiplash  have become more common in the region, a trend linked to broader climate change impacts on weather patterns.

The Online Theory: Secret Weather Control and “Poisoned” Skies

Against this backdrop of genuine meteorological activity, some social media users have revived a long-standing conspiracy narrative: that government agencies such as the CIA are engaging in covert weather manipulation, releasing chemicals into the atmosphere to control rainfall or even cause catastrophic storms.

This idea echoes the broader chemtrail conspiracy theory, which claims that trails left by high-flying aircraft are chemical or biological agents deliberately sprayed for purposes ranging from weather modification to population control. Scientists and aviation experts have repeatedly debunked this theory, explaining that contrails  condensation trails formed by aircraft engine exhaust interacting with cold upper-atmosphere air  are entirely normal and consist mainly of water vapor, not secret chemicals.

The recent posts labelling the CIA as “poisoning the sky” resurfaced on platforms like Reddit this week, with commenters making vague insinuations without providing any credible evidence or sources supporting their claims. These posts are often highly speculative and do not reflect established scientific understanding.

Historical Context: Weather Experiments vs. Conspiracy Claims

While outright weather control on a large scale remains within the realm of conspiracy theory, there have been documented, historically limited weather modification experiments. The most well-known example is Operation Popeye, a U.S. military cloud-seeding project conducted during the Vietnam War in the late 1960s and early 1970s, which attempted to extend monsoon seasons to disrupt enemy supply routes. Even at its peak, the program did not involve chemical dispersal into the air in the way conspiracy theories describe, and it was eventually discontinued.

These historical projects are sometimes cited out of context by believers as proof of ongoing government weather warfare. There is no credible evidence that any government  including the CIA — currently possesses technology capable of controlling regional or global weather patterns on demand.

Why People Turn to Conspiracies After Natural Disasters

Major disasters like the Nairobi floods leave communities shocked, grieving, and searching for explanations, especially when infrastructure limits response capacity and damages are widespread. In such environments, conspiracy theories can spread quickly on social media, offering simple narratives to explain complex events.

Nevertheless, experts emphasize that:

  • Heavy rainfall events have scientific explanations rooted in atmospheric physics and climate dynamics.

  • Weather modification technologies such as cloud seeding exist but have very limited capabilities and effects.

  • Claims of secret government programs secretly “poisoning” skies lack evidence and are not supported by mainstream science.

What Authorities Say

Both national weather agencies and international climate scientists encourage the public to rely on official weather advisories and scientific research when trying to understand extreme weather events. Misinterpretations of normal atmospheric phenomena or misattributed causes can distract from real solutions, such as improving urban drainage, upgrading infrastructure, and strengthening disaster preparedness.

The Nairobi floods were devastating in scope, but they align with patterns expected from prolonged heavy rainfall and environmental conditions  not covert weather control.
